The seller was Creator Store, a Shanghai-based youth clothing brand that also sells PC components. According to the description, the video card had to be 80-90% new, in good condition and fully tested before shipping. The average seller rating of 3.7 points indicates that this is not a completely fraudulent store.
That high $400 shipping fee was attached not only to this graphics card, but also to other products such as gaming PCs, Vive Pro VR headset, and PCIe expansion cards. However, some other items seemed to be priced randomly, such as a Samsung 2TB SSD that cost just $80 and a Transformers action figure that cost $500.
Newegg Returns and Comments
This $1.63 graphics card was also not available for pickup - it was only available for shipping within the US. The Creator Store offered free returns within 30 days, but its return policy seemed too confusing, with many loopholes for refusing refunds. It is unlikely that anyone was going to return even $400 for shipping.
In response to an inquiry from Tom's Hardware, a Newegg spokesperson said the offer violated the marketplace's policies and it was removed within hours.

It seems to me that this is just a bug on the site. I remember how at one time on Amazon, due to an error in the price tag, you could buy a game console for only $20! Of course, all the orders were later cancelled, but it was fun. 😂
