Professional standards of UAV operators: a new era of unmanned aviation in Ukraine
Ukraine has introduced official standards for drone operators that define the necessary knowledge and skills. This will contribute to increasing safety and professionalism in the field of unmanned technologies.

Creation of professional standards
The Ukrainian Association of Drone Operators has informed ELBUZ about the development of official professional standards for operators of unmanned aerial vehicles (UAV) in Ukraine. This initiative is aimed at defining the necessary competencies for working with drones and increasing the level of safety and professionalism in this area.
Legislative basis
According to the 29 codes of the Labor Law of Ukraine, an employee must confirm his qualifications upon employment. Previously, there was no legal framework that would clearly define who is the operator of an unmanned aerial vehicle.
Standards development process
Last year, a working group was established to develop a professional standard. It included representatives of private pilot schools, higher educational institutions, state bodies, institutions, employers, trade unions and other interested parties. After two months of discussions, the following results were reached:
- On February 1 of this year, professional standards were approved;
- On February 5 they were published in the register of the National Qualifications Agency;
- On May 14 the Agency accredited LLC "Ukrainian Qualification Center of Unmanned Aircraft Operators", granting it the right to conduct examinations to confirm qualifications requirements of specialists in the field of drones.
Values for the defense sector
"Labor functions and the competencies specified in the developed professional standard apply to operators of unmanned systems, instructors and crews of unmanned systems of the Defense Forces of Ukraine. This is the basis for assigning a military accounting specialty," the message states.
Benefit of regulation
This regulation will be useful for volunteers who plan to mobilize and for educational centers that care about their reputation. A total of five qualifications were developed:
- "Remotely controlled unmanned aerial vehicle operator ";
- "Adjuster navigator of a remotely controlled unmanned aerial vehicle";
- "Operator of cargo delivery using a remotely controlled unmanned aerial vehicle";
- "Aerial photography operator - and video shooting using a remotely controlled unmanned aerial vehicle";
- "Operator-instructor of a remotely controlled unmanned aerial vehicle."
The first results
In June, the first group of specialists received state-standard certificates of qualification confirmation. They were instructors of the Training Center for UAV Operators "Global Drone Academy".
