Creation of the Business Support Council for Ukrainian entrepreneurs during martial law
A council will be formed in Ukraine to support business under martial law. President of Ukraine Volodymyr Zelenskyi implemented the decision of the National Security and Defense Council of Ukraine dated January 23 "On urgent measures to ensure economic security during the period of the legal regime of martial law". This decree enters into force from the day of its publication. In Zelenskyi's address, it is stated that the document defines measures aimed at helping Ukrainian entrepreneurs and state institutions to overcome problems that threaten their activities. This concerns the situation with Ihor Mazepa, an investment banker who was notified of suspicion of misappropriation of state land, as well as the scandal involving Lviv businessman Ihor Hrynkevich, who is accused of supplying low-quality clothing to the Armed Forces of Ukraine in the amount of 1 billion hryvnias. According to the president's words, an entrepreneurship support council will be formed, which will include representatives of various business sectors, including technological business, the financial sector, services and others. This will ensure diversity of views. In addition, the decision of the National Security and Defense Council provides for a three-month moratorium on the implementation of procedural actions that can suspend the work of enterprises, the so-called "mask-shows". It is also planned to amend the legislation, including the law on the Bureau of Economic Security and other laws, to limit the possible negative effects of pressure on "white", legal business. The decision also includes such items as: the creation of a council for supporting entrepreneurship in martial law, amendments to the legislation to strengthen the protection of the legitimate interests of entrepreneurship, regulation of the marginal level of profit for state contracts during the period of martial law, an audit of the system for monitoring risks and criteria for blocking and unblocking tax invoices, assessment of the need to introduce restrictive measures in criminal proceedings against economic entities and creation of effective mechanisms for the protection of entrepreneurship against possible abuses by law enforcement agencies. It is also planned to develop an analytical module for the Unified Register of Pre-Trial Investigations with the possibility of public access to analytical summary data on the activities of law enforcement agencies, as well as a module for submitting complaints from entrepreneurs online. The authorities met with representatives of twenty Ukrainian entrepreneurs on January 22. During two hours, government representatives listened to the opinions and problems of business.
