Ukrainian digital revolution: the strategy of the Ministry of Digital for the development of e-communications until 2030
The Ministry of Digital presented a comprehensive strategy for the development of electronic communications in Ukraine until 2030, focused on ensuring sustainable access to communication and building the sphere as the foundation of the economy, with expected investments of $6 billion and additional GDP of more than $56 billion.

Network availability
Restoration of war-damaged infrastructural objects is a priority, providing for 100% reconstruction of mobile and fixed networks in the affected areas regions. The goal is to provide 75% of households and 99% of social institutions with fixed Internet, and 98% of citizens with mobile access to the network with an average speed of 90 Mbit/s. Coverage is also planned for 95% of highways and 70% of rail routes, as well as the creation of five new enterprises in the industry.
Electronic communications as a driver of the economy
Full implementation of legislation, including joining the unified roaming EU zone, is a prerequisite for achieving 55 points in the Digital Economy and Society Index rating. This will also be facilitated by the introduction of the latest technologies and the modernization of equipment to more ecological models. It is expected that the implementation of the strategy will bring more than $56 billion in additional GDP from the development of electronic communications and $9 billion from new sectors, as well as more than UAH 20 billion in revenues to the state budget.
Digital progress
The implementation of the strategy is designed to ensure continuous and universal access to communication, promote the production of electronic components and equipment for new technologies, as well as expand the capabilities of government online services thanks to quality networks. According to NKEK data, in 2023 the revenue from the provision of electronic communication services amounted to UAH 97.3 billion ($2.6 billion), including UAH 61.7 billion from mobile communications and UAH 21.2 billion from fixed Internet.
