New requirements for mobile operators: 10 hours of communication without light
The National Center for Operational-Technical Management of Telecommunications Networks has updated the requirements for mobile operators to ensure uninterrupted operation of networks during power outages. The new rules set clear deadlines for the introduction of autonomous power at base stations and other objects of the communication infrastructure.
Communication requirements
New standards of autonomous operation
According to the updated order of the National Center for Operational and Technical Management of Telecommunications Networks (NCU), mobile operators are obliged to ensure the functioning of their networks for 10 hours in the absence of power supply. This is a significant increase from the previous requirement of February 20, 2024, which only required 4 hours of battery life.
Backup power implementation schedule
NSU established a clear schedule for operators to equip base stations with autonomous backup power:
- By October 1, 2024 - at least 60% of stations
- By November 1, 2024 - at least 70% of stations
- By December 1, 2024 - at least 80% of stations
- By the end of January 2025 - 100% of stations (except for micro-based ones)
Additional requirements for base stations
In addition, by December 1, 2024, at least a quarter of base stations in each region must be connected to generators with a reserve of fuel or batteries capable of providing 72 hours of continuous operation.
Provision of critical infrastructure
From September 1, 2024, all key facilities of electronic communication networks, including international switching centers, long-distance telephone exchanges, transit stations and national Internet traffic exchange points must be equipped with 72-hour backup power. This requirement also applies to nodes of special services to which communication centers of emergency services are connected (101, 102, 103, 104, 112).
