Ukraine's approach to the regulation of artificial intelligence is presented, open for wide discussion. The document takes into account the interests of citizens, businesses and the state, proposing gradual regulation to support competitiveness, protection of human rights and European integration.
Regulation of artificial intelligence
Phased implementation plan
The Ministry of Digital Transformation presented a White Paper detailing Ukraine's path to regulation artificial intelligence (AI). The document is open for wide public discussion and was developed with the participation of experts from various fields to take into account the suggestions and needs of specialists.
No regulation is foreseen for the defense sphere, because unilateral restrictions can put Ukraine at a disadvantage compared to an aggressor who will not implement such regulations .
The White Paper envisages a gradual approach to the settlement of AI issues. In the first phase, non-legislative tools will be implemented to prepare business and other stakeholders for future mandatory regulation. The second stage involves the implementation of the EU regulation on AI.
First-stage tools
- Methodology for assessing the impact of AI on human rights.
- A regulatory sandbox for the development and testing of AI products under state supervision.
- A legal assistance platform with recommendations for the implementation of AI products.
- Voluntary labeling of AI systems with information about their construction and functions.
- General and sectoral recommendations.
- Voluntary codes of conduct.
- Responsible AI Center in the form of a web portal for access to tools and information.
Glossary
- Ministry of Digital - Ministry of digital transformation of Ukraine.
- AI - Artificial intelligence, a branch of computer science that studies the possibilities of creating machines capable of performing functions characteristic of intelligent behavior.

I agree, Samuel! But I am also interested in how it will affect the competitiveness of Ukrainian companies. I hope the new regulations will not become an obstacle to innovation. 💻

It's a really good idea to regulate AI in Ukraine. This will help the country integrate with the EU and synchronize legislation. However, in my opinion, it is also worth considering business prospects. 📈

Ladies and Gentlemen, I am pleased that the Ministry of Statistics approached this issue in a balanced manner. I mean their decision not to regulate AI in the defense industry. In the end, we must maintain balance with the aggressor. 🇺🇦

And won't it be too difficult to introduce regulation gradually? Maybe it would be better to immediately adopt a law on AI, as in the EU? Then the business will be able to adapt faster. ⏳

All this fuss about AI is annoying. 🙄 Don't we attach too much importance to it? Aren't there other, more urgent problems for the country?
