"E-Consul": A revolution in consular services for Ukrainians abroad
The Government of Ukraine approved the creation of the "e-Consul" system to improve the accessibility of consular services to citizens abroad. The new platform will speed up and simplify the receipt of MFA services, partially transferring them to an online format.

The Cabinet of Ministers of Ukraine approved a resolution on the creation of the information and communication system "e-Consul". The main goal of this initiative is to increase the availability and quality of services of the Ministry of Foreign Affairs for Ukrainian citizens living abroad.
Benefits of the new system
According to Foreign Minister Dmitry Kuleba, the updated e-Consul system will make the department’s services more accessible and efficient for Ukrainians abroad. Some consular procedures will move completely online, eliminating the need for a personal visit to the consular section. Other services will become much faster and easier thanks to the automatic retrieval of documents from government registers.
Current development status
The Ministry of Foreign Affairs has already created the necessary digital platform on which electronic services for Ukrainians abroad are being tested behind closed doors. Among the functions being developed are an updated electronic queue, personal accounts for the applicant and the consul, as well as automated pilot services in the field of notaries and certificates.
Integration with government databases
Work is currently underway to connect the system to government registers and information databases. This will reduce the time it takes to provide MFA services by 30-80%. Citizens will not have to provide documents that are already in the state's possession.
Launch dates and prospects
It is expected that Ukrainians will be able to use the updated e-Consul system this year. Next year, further expansion of digitalization of the consular sphere is planned.
