The reason for the imposed sanction on lifecell
After a series of attacks by the Russian Federation on the energy infrastructure in late 2021, the President of Ukraine Volodymyr Zelenskyi issued a decree establishing , that critical communication facilities must ensure the functioning of at least three days of uninterrupted work. In particular, the availability of diesel generators and fuel was required.
Verification of compliance by Ukrainian operators began on January 3, 2023, and so far 22 scheduled and unscheduled inspections have been conducted in various regions of the country. Deficiencies were found in all three operators: Kyivstar, Vodafone and lifecell.
As a result of repeated inspections, Kyivstar and Vodafone were found responsible and corrected their mistakes, but lifecell continued to violate the established requirements. Problems were identified in the Rivne region. Because of this, the National Commission fined the operator 0.1% of the total income received for the provision of services during 2023, which is 10,450,511 hryvnias and 70 kopecks.
