Crisis in Ukrainian IT: mass closure of individual entrepreneurs and decline in registrations
In the Ukrainian IT industry there is a decline in the registration of new individual entrepreneurs, while the number of closures of existing ones is increasing. At the same time, there is an increase in the number of women entrepreneurs in the general structure of individual entrepreneurs.

Decline in registrations of IT individual entrepreneurs
According to information provided by YouControl (via Highload), in the Ukrainian IT sector there is a decline in the registration of new individual entrepreneurs. During the summer period, the number of new individual entrepreneurs decreased to 9.1 thousand, which is 21% less than a year ago and 48% less than in 2021.
Dynamics of registrations in different years
In the period from June to August 2023, IT specialists registered 11.6 thousand individual entrepreneurs, while for the same period in 2021 this figure was 18.7 thousand.
Trends in other industries
It is worth noting that a decline in registrations is observed in almost all sectors of the economy. The only exceptions are agriculture and wholesale trade, where an increase in the number of registrations was recorded by 64% and 8%, respectively.
Increase in the number of IT-PE closures
In parallel with the decrease in new registrations, there is an increase in the number of closed sole proprietorships in the IT sector. In the summer of this year, 8.8 thousand closures were registered, which is 157% higher than in the summer of 2021.
Gender changes in the structure of individual entrepreneurs
An interesting trend is observed in the gender composition of new entrepreneurs. In the summer of 2024, 62.5% (46 thousand) of new sole proprietorships were opened by women, indicating a significant increase in their share in the business sector.
Prospects for individual entrepreneurs
It is important to note that representatives of the Verkhovna Rada of Ukraine Committee on Tax and Customs Policy announced the return of mandatory payment single social contribution (USC) for individual entrepreneurs in 2025.
