Although the direct supply of such chips to China is prohibited, their sale on domestic market of the country is not illegal. So 11 small Chinese retailers stepped in to buy Nvidia chips. The origin of these chips remains unclear - they could have been supplied from old stocks formed before the changes in the export rules.

Institutions such as the Chinese Academy were among the recipients of advanced Nvidia chips sciences, a number of universities, aviation and space research centers. US officials say that these chips can be used not only for civilian research, but also for military purposes, in particular for the modernization of the army or the development of weapons.
