The Cabinet of Ministers of Ukraine decided to temporarily suspend the current procedure for reserving employees until November 15. According to the new rules, only ministries will have the right to determine enterprises that are critical to the economy and defense capability of the country. This decision was initiated by Deputy Minister of Defense Ivan Gavrilyuk.
Reasons for changes
The reason for this step was a sharp increase in the number of booked persons. According to Gavrilyuk, the number of bookings has doubled in the past few months, reaching 1.5 million, causing concern among the country's top leaders, including President Volodymyr Zelensky.
Control mechanism
The government instructed the Ministry of Economy and the Ministry of Defense to develop a new procedure for checking the validity of decisions to recognize enterprises as critical. This mechanism will include the possibility of reviewing previously made decisions. In addition, regional administrations and the Kyiv City State Administration should include representatives of territorial procurement centers in the commissions for determining the criticality of enterprises.
Audit and possible consequences
It is planned to conduct an audit of previously made booking decisions by November 15th. If an unreasonable reservation is revealed, deferments from mobilization for those liable for military service may be cancelled. This solution aims to streamline the booking process and ensure a fair approach to mobilization activities.
